D. Declarations & Certificates

2. STEP-BY-STEP APPLICATION PROCESS


STEP 1: PLAN PREPARATION

  • Hire a licensed Architect/Engineer
  • Prepare:
    • Site Plan
    • Building Plan
    • Structural & Service details
  • Ensure compliance with:
    • Kerala Municipality Building Rules (KMBR)

STEP 2: DOCUMENT COLLECTION

  • Collect all ownership and land-related documents
  • Get certificates from:
    • Village Office (Possession, Location Sketch)
    • Sub Registrar Office (EC)

STEP 3: ONLINE REGISTRATION

  • Visit official portal:
    • SANKETHAM / Municipality / Corporation portal
  • Create account using:
    • Mobile number & OTP

STEP 4: APPLICATION SUBMISSION

Fill in details:

  • Owner Name & Address
  • Property Details (Survey No, Ward No)
  • Building Type (Residential / Commercial)
  • Area & Floors

Upload:

  • All required documents
  • Approved building drawings

STEP 5: FEE PAYMENT

Pay applicable fees:

  • Application Fee
  • Permit Fee (based on plinth area)
  • Scrutiny Fee

Payment methods:

  • Online (UPI / Net Banking / Card)

STEP 6: FILE VERIFICATION

  • Municipality officials verify:
    • Documents
    • Plan compliance
  • If issues found:
    • Correction notice issued

STEP 7: SITE INSPECTION

  • Overseer/Engineer visits site
  • Checks:
    • Land boundaries
    • Road access
    • Actual site condition

STEP 8: APPROVAL PROCESS

  • Technical approval by:
    • Municipal Engineer
  • Final approval by:
    • Secretary of Municipality/Corporation

STEP 9: PERMIT ISSUE

  • Building Permit issued digitally
  • Includes:
    • Approved Plan
    • Permit Number
    • Validity period (usually 3 years)

3. PROCESSING TIME

  • Normal: 15–30 days
  • Large/Commercial Projects: 30–60 days

IMPORTANT RULES

  • Construction must start only after permit approval
  • Display permit copy at construction site
  • Follow approved plan strictly
  • Any deviation → penalty / demolition risk

4. AFTER PERMIT (MANDATORY NEXT STEPS)

  1. Start construction as per approved plan
  2. Apply for:
    • Completion Certificate
    • Occupancy Certificate
