- Small businesses, service centers

2. REQUIRED DOCUMENTS
A. OWNER / APPLICANT DOCUMENTS
- Aadhaar Card (mandatory)
- PAN Card
- Passport size photograph
- Mobile number & Email ID
B. BUSINESS DETAILS
- Business Name
- Nature of Business (shop / office / service)
- Date of Commencement
- Number of Employees (male/female)
C. ADDRESS PROOF OF ESTABLISHMENT
Any one:
- Rental Agreement / Lease Deed
- Ownership Certificate / Sale Deed
- Property Tax Receipt
- Electricity Bill (latest)
D. SUPPORTING DOCUMENTS
- Building Number issued by Municipality/Corporation
- Trade License (if already obtained)
- NOC from owner (if rented)
- Layout / basic sketch (if required by local body)
E. ADDITIONAL (IF APPLICABLE)
- Partnership Deed (for partnership firm)
- Certificate of Incorporation (for company)
- GST Registration (optional but recommended)
- MSME / Udyam Registration (optional)
3. STEP-BY-STEP APPLICATION PROCESS
METHOD 1: ONLINE (RECOMMENDED)
Step 1: Visit Portal
Go to:
- Kerala Labour Department / Municipality portal
(usually through local body website or state e-services)
Step 2: Create Account
- Register using mobile number
- Verify via OTP
- Create username & password
Step 3: Select Service
- Choose: Shops & Commercial Establishment Registration
Step 4: Fill Application Form
Enter:
- Applicant details
- Business details
- Address of establishment
- Employee details
Step 5: Upload Documents
Upload scanned copies:
- ID proof
- Address proof
- Business documents
Step 6: Pay Fee
- Fee depends on number of employees
- Pay online (UPI / Net Banking / Card)
Step 7: Submit Application
- Review all details
- Submit form
Step 8: Verification
- Application reviewed by Labour / Municipal Officer
- Inspection may be conducted (rare for small shops)
Step 9: Approval & Certificate
- License issued digitally
- Download certificate (PDF)
METHOD 2: OFFLINE (LOCAL BODY OFFICE)
Step 1: Visit Office
- Municipal Corporation / Municipality / Panchayat Office
Step 2: Collect Application Form
- Ask for Shops & Establishment Registration Form
Step 3: Fill Form
- Fill manually with business details
Step 4: Attach Documents
- Attach all required documents (self-attested)
Step 5: Submit Application
- Submit at counter
Step 6: Pay Fee
- Pay at office counter / treasury
Step 7: Inspection (if required)
- Officer may visit location
Step 8: Receive Certificate
- Collect license from office
4. PROCESSING TIME
- Online: 3–7 working days
- Offline: 7–15 working days
5. FEES (APPROXIMATE)
Depends on employee count:
- 0–5 employees: Low fee
- 5–10 employees: Medium fee
- 10+ employees: Higher fee
6. VALIDITY & RENEWAL
- Valid for 1 year / multiple years (based on local rules)
- Renewal required before expiry
7. IMPORTANT NOTES
- Mandatory within 30 days of starting business
- Display certificate in shop/office
- Maintain employee register
- Follow working hours & labour rules
