Purpose of Dog License

Dog licensing is mandatory to:

  • Ensure public safety
  • Maintain rabies vaccination records
  • Control stray/illegal breeding
  • Identify pet ownership legally

REQUIRED DOCUMENTS

1. Owner Details

  • Aadhaar Card / Voter ID / Driving License (ID proof)
  • Address Proof (Electricity bill / Ration card / Rental agreement)
  • Mobile number & email ID

2. Dog Details

  • Dog name
  • Breed (Indian / Foreign / Mixed)
  • Age & Gender
  • Color/Identification marks
  • Photograph of dog (if required)

3. Vaccination Certificate

  • Anti-rabies vaccination certificate (mandatory)
  • Issued by a registered veterinary doctor
  • Must be valid (usually within 1 year)

4. Health Certificate

  • General health certificate from a veterinary doctor

5. Sterilization Certificate (if applicable)

  • For spayed/neutered dogs (sometimes fee concession applies)

6. Previous License (for renewal)

  • Copy of last year’s license

APPLICATION PROCESS (STEP-BY-STEP)

METHOD 1: ONLINE APPLICATION

Step 1: Visit Official Portal

  • Go to Kerala Local Self Government / Municipality service portal
    (e.g., Sevana Civil Registration / e-District / Corporation portal)

Step 2: Register/Login

  • Create user account using:
    • Mobile number
    • OTP verification

Step 3: Select Service

  • Choose:
    👉 “Dog License / Pet Registration”

Step 4: Fill Application Form

Enter:

  • Owner details
  • Dog details (breed, age, etc.)
  • Upload documents:
    • ID proof
    • Vaccination certificate
    • Health certificate

Step 5: Upload Photo

  • Upload dog photo (if required)

Step 6: Pay Fee

  • Pay online via:
    • UPI / Debit card / Net banking
  • Fee varies (approx ₹50–₹500 depending on category)

Step 7: Submit Application

  • Note application number for tracking

Step 8: Verification

  • Corporation health inspector may:
    • Verify documents
    • Conduct field inspection (rare but possible)

Step 9: License Approval

  • Download digital certificate
    OR
  • Collect from office

METHOD 2: OFFLINE APPLICATION

Step 1: Visit Corporation Office

  • Go to nearest zonal office of
    Thiruvananthapuram Municipal Corporation

Step 2: Collect Application Form

  • Ask for:

Step 3: Fill the Form

Include:

  • Owner details
  • Dog details
  • Signature

Step 4: Attach Documents

  • ID proof
  • Vaccination certificate
  • Health certificate
  • Dog photo (if required)

Step 5: Submit Form

  • Submit to Health Section / Veterinary Section

Step 6: Pay Fee

  • Pay at counter and collect receipt

Step 7: Inspection (if required)

  • Health inspector may verify

Step 8: Collect License

  • Receive:
    • License certificate
    • Dog tag (sometimes issued)

RENEWAL PROCESS

  • Must renew every year
  • Submit:
    • Previous license copy
    • Updated vaccination certificate
  • Follow same online/offline steps

IMPORTANT RULES

  • License is mandatory for pet dogs
  • Anti-rabies vaccination must be updated yearly
  • Dog must wear license tag
  • Owner is responsible for:
