5. Pollution Control Details
- Effluent Treatment Plant (ETP) details
- Sewage Treatment Plant (STP) details (if applicable)
- Air pollution control system details
- Solid waste management plan
- Hazardous waste handling details
6. Environmental Documents
- Environmental Clearance (if required)
- Risk assessment report (for hazardous industries)
- Consent fee payment receipt
- Previous Consent copy (for renewal/CTO)

STEP-BY-STEP APPLICATION PROCESS
STEP 1: Industry Classification
- Identify category:
- Red (high pollution)
- Orange
- Green
- White (minimal pollution)
This determines approval level and documents.
STEP 2: Online Registration
- Visit PCB portal (Kerala PCB Online Services)
- Create login ID & password
- Verify via mobile/email
STEP 3: Select Application Type
- Choose:
- Consent to Establish (CTE)
- Consent to Operate (CTO)
- Renewal
STEP 4: Fill Application Form
Enter:
- Applicant details
- Industry details
- Location details
- Pollution control measures
- Water & air consumption data
STEP 5: Upload Documents
Upload scanned copies:
- PDF format (as per size limits)
- Ensure clarity and correct naming
STEP 6: Fee Payment
- Calculate fee based on:
- Industry category
- Capital investment
- Pay online (Net banking / UPI / Card)
STEP 7: Scrutiny by PCB Officer
- Application reviewed by PCB officials
- Queries may be raised → respond online
STEP 8: Site Inspection
- Field officer visits location
- Verifies:
- Pollution control systems
- Site conditions
- Compliance
STEP 9: Approval / Rejection
- If compliant → NOC issued
- If not → rejection with reasons
STEP 10: Download Certificate
- Login to portal
- Download:
- Consent Certificate (CTE / CTO)
PROCESSING TIME
- Green category: 7–15 days
- Orange category: 15–30 days
- Red category: 30–60 days
IMPORTANT NOTES
- Operating without CTO is illegal
- Renewal must be done before expiry
- Strict compliance required for hazardous industries
- Periodic inspections may occur
